In the past I have spoken to my upstairs neighbor, left notes, sent letters to our board and managment, met with board and managment administrators, and a police officer came over one early morning. He's making noise again waking me up 4AM!!! He's inconsiderately moving things and stomping his feet on the bedroom floor. Why does he do this? I must be forced to go sleep on my couch only then do I hear him go back to his couch!
What do I do?

Your neighbor is BREAKING THE HOUSE RULES of the building. Is he new to the building? Is it a kid? There have been many problems with parents who buy apts for their 20 years kid to live in. In 174 there was an apt condemned because the insane brother lived there and destroyed it -- his sister owned the apt.
Have you documented the noise? If not, take notes over several weeks. Document type of noise and time, day. Describe how loud.
Then go directly to Art Haviland of Barhite and describe that the situation is intolerable. You have documentation of it. Barhite & Holzinger MUST deal with anyone who consistently breaks house rules.
